That means UN publication does not automatically convert Gaza government figures into UN-verified facts.

The Gaza Ministry of Health may be useful for aggregate death counts, but it is not a neutral forensic verification body. AP identifies the Gaza Health Ministry as an agency in the Hamas-controlled government and says it is the only official source for Gaza casualties because outside access is heavily restricted. That does not prove the numbers are fabricated, but it does mean the source has political-control and wartime-access limitations.

The public totals usually do not separate civilians from combatants. AP reports that the ministry “never distinguishes between civilians and combatants” and also does not report how Palestinians were killed, whether by Israeli fire, Palestinian rocket misfires, or other causes. So the headline death total cannot automatically be used as a civilian-death total, war-crime proof, or proportionality calculation.

Breakdowns can change because “reported,” “identified,” and “verified” are different categories. OCHA’s 30 July 2025 snapshot says the fatality breakdowns it cited were those the Gaza MoH had fully identified as of 15 July 2025 out of a higher number of reported casualties. Its 19 June 2024 snapshot similarly distinguishes the higher reported toll from the subset of fatalities recently fully identified by the MoH.

The strongest accurate position is not “fake numbers,” but “limited numbers.” Past Gaza-war aggregate death counts have often been treated as broadly credible by international actors, and AP notes that previous Gaza Ministry counts were largely consistent with later UN figures. But “broadly useful in real time” is not the same as “completely reliable,” especially for civilian-combatant breakdowns, cause of death, responsibility, and legal conclusions.

A May 2026 review found that UN agencies not only republished Hamas casualty figures without verification but in some cases inflated them beyond what Hamas itself had claimed, and later quietly revised figures downward without correcting the original published snapshots. The review documented that UNICEF published a child amputee rate more than six times higher than the rate reflected in the Gaza MoH’s own January 2025 official figure. It also found that UN News reframed a 578-day cumulative malnutrition death figure as a 72-day post-blockade figure, creating the false impression of a crisis rate approximately eight times higher than the actual Hamas-sourced number.

• OCHA also distinguishes between the higher number of casualties reported by the MoH and the subset of fatalities that had been fully identified at a given date.
• AP reports that the Gaza Ministry of Health is part of the Hamas-controlled government, is the only official casualty source inside Gaza, and does not distinguish civilians from combatants.
• OHCHR’s casualty-recording guidance says casualty information should draw on multiple independent sources, and that casualty recorders should generally seek corroboration from additional independent and reliable sources. That is a much higher standard than simply repeating a ministry total.
• The Gaza MoH published in January 2025 that approximately 800 children had undergone limb amputation between October 2023 and end of 2024, equivalent to a daily average of 1.7. UNICEF had been citing a rate of ten children per day since December 2023, a figure more than six times higher, sourced to a UNICEF spokesperson statement that itself cited no primary data.
• UN News reported in May 2025 that 57 children had died from malnutrition since the aid blockade began on 2 March 2025. The WHO Emergency Situation Update from days earlier stated the same figure covered all malnutrition-related deaths since October 2023. Gaza MoH retrospective data published in July 2025 confirmed only two of the 57 deaths occurred after 2 March.
• OCHA’s impact snapshots portray an impossible picture in which more women were killed in Gaza by April 2024 than by April 2025, and child fatality figures remained identical between March 2024 and March 2025, both resulting from uncorrected Hamas-sourced figures in reports that remain publicly available and continue to be cited.

STRONGEST COUNTER ARGUMENTS WORTH KNOWING:
• The Gaza Ministry of Health has had a decent aggregate track record in previous conflicts. AP notes that earlier Gaza Ministry death tolls were largely consistent with later UN figures. That weakens the lazy “all fake Hamas numbers” argument.
• There is no better real-time system inside Gaza. Because Gaza is closed, dangerous, and heavily damaged, international organizations often rely on local health authorities because no outside body can count every death in real time.
• The final death toll may be higher, not lower. Bodies under rubble, indirect deaths, destroyed hospitals, and missing persons can create undercounting. That still does not make the available figures “completely reliable”; it means the data problem cuts in more than one direction.
